I've had the best luck in "Chillwind Pass," the rightmost/third area of the zone! (edited because I previously copied the wrong zone name, whoops)

3rd sword is actually the only place you can defeat icerun bosses. The Simbur/Holiday Snowcat are the only two that count towards that activity.
