Is there somewhere to "farm" for Milk or is it currently only from the Cooking Camp or Flea Market from other players?

Yep, you can farm for it!
There's a "Cooking: Ingredients" encounter in the very first area in Goldsea (Othenia, the Endless Steppe. It's the one area that isn't a pair of swords.) that milk is available in. I do believe you need to be Cooking Level 20 to access it if I am remembering correctly.
