[BUG] Fishing Cooldown Timer

The fishing tutorial indicates that Fishing has a cooldown of 15 minutes (4 times an hour), but currently fishing has a cooldown of 30 minutes (2 times an hour).

I hope this a bug and an easy-to-change one at that because I would love to be able to fish a little more frequently and it would make me feel way less pressure to laser-focused for the whole minute long 😂
