I was poking around the guild page seeing what other people have set up for descriptions and what not, and I was able to use another guild's sapphire spring (the spring was visible to me and when I clicked feed because I wanted to see what would happen, it did indeed replenish my wolves' stamina). When visiting a different guild's page that also had the sapphire spring, it did have the countdown timer, so it's not as if the feature is easy to abuse. But it does take a little bit of the point of the perk away if people can visit another guild's page to use their spring instead of unlocking it for themselves.
