I am suggesting an item that randomly reorders a wolf's colors--including eye color.

I think Lorwolf could benefit from an item like this greatly. Sometimes you like a wolf's colors, but not the order they are in. Having the ability to randomly swap around the colors would be nice.

This item would not change a wolf's colors, and it would not allow you to manually swap the colors around. It would be up to RNG how the colors get reorganized.

Example: Say you have a wolf with Pumpkin Eyes, Neon Accent, Sunrise Under, Bronze Top, and White Base.

You use the “color scrambler” and get a wolf with Neon Eyes, Bronze Accent, White Under, Pumpkin Top, and Sunrise Base.

This is a fun idea! It would be a nice alternative to besprinklers, because sometimes you have a wolf with decent colours but something just feels off.

No support as for anything else that would further discourage breeding honestly.

The closer the possibility is to 'buy' a specific wolf from the game, the more it is pay to win as it renders breeding pointless since at that point you can just in theory sprinkle and rearrange all your WWs rather than even take a passing look at the breed button.

Only if this was for pebbles and no more expensive than the eye besprinkle. This would become a huge pebble sink, which we badly need more of.
