Allow us to replace mining gear under 10% durability

The Wheel and Pickaxe sometimes get down to .1% durability, but because we cannot replace them until they are broken, we have to wait to replace them. This is when I usually tab away and forget about it, wasting Mining time. I would like to suggest the ability to replace the Wheel and Pickaxe when they are below 10%.

Support, at least under 5-2% would be good if 10% is still too much durability for the game design intent

Or maybe let us pay a bunch of pebbles to queue up items for replacement
