How do you get Wild Wolves? I've tried multiple times now but failed every time. Do you have to wait to get enough of those tokens that get dropped?

If you get 50 tokens there’s a hunting quest for a WW (believe it also costs around 5k pebbles?), and there’s a small chance, I think 5%, to befriend a WW in the campaign! Comes down to luck for campaign WWs, mostly.
