Here is a little suggestion how about we have two people in charge of the Ca approval so if one person is having a break are there having some issues there would be a second person to help approve of the CA's without taking up too much time.
Or
Giving a delay fee for each day the CA is delayed after the promised 15 days is up cause at that point the Commissioner is losing MS/Pebbles.
and by fee i mean giving a composition of a few ms's.
